In a saucepan, melt butter over low heat.Add brown sugar, maple syrup and sweetened condensed milk. Blend thoroughly and cook on medium-high for 5 minutes, stirring frequently. Add marshmallows, stirring until melted.Fill cones or tart shells and chill in the refrigerator.

Preparation
