Combine the ground beef, yogurt, onion, garlic, caraway and chili. Form into 12 oval shapes. Thread one per skewer. Dip the brochettes into the beaten eggs and then into the breadcrumbs. In a frying pan, cook over medium heat for 10 minutes. Serve with the tangy sauce.
