Preheat oven to 375(f) degrees. Line a baking sheet with parchment paper.
To a saucepan over low heat melt together the milk, butter, garlic, salt & black pepper.
Add the flour & stir until a soft dough forms, about 2 minutes.
Remove from heat & let cool for 15 minutes.
Transfer to a mixing bowl. Add the eggs one at a time, ensuring each egg is incorporated before adding the next.
Once batter is smooth fold in the cheese & chives.
Transfer dough to a piping bag & dollop into 1-inch rounds on the prepared baking sheet.
Brush with egg wash & finish with a sprinkle of grated cheese.
Bake until puffed & golden, about 18 to 20 minutes.
