Preheat the barbecue to high.
In a frying pan, heat half the olive oil. Brown the onion and garlic for a few minutes until translucent. Salt, pepper, then add the fennel seeds. Brown a few minutes more, and set aside.
Cut 8 sheets of aluminum foil approximately 12 inches (30 cm) each. Double up the sheets to produce 4 wrappers. To prepare 1 bundle, place 1/4 of the onion/garlic mix, 1 serving of mahi-mahi sprinkled with lemon juice, and the tomatoes on the foil wrapper. Salt and pepper, add a dash of olive oil and garnish with a sprig of thyme.
Seal the wrapper by folding up the ends and pierce a few holes allowing steam to escape.
Place the foil bundles on the barbecue. Check for doneness after 15 minutes. The fish is ready when the flesh flakes easily.
