Mix the parsley and flour.Coat the halibut steaks with the flour mixture.Heat the oil in a frying pan and brown the steaks for 1 to 2 minutes on each side.Pour the caper, tomatoes and basil over the halibut steaks. Salt and pepper.Cook covered in the oven at 180°C (350 °F), for 5 to 6 minutes.
