In a pan, melt butter in oil. Gently brown onion, garlic and peppers 5 to 6 minutes. Add tomatoes, salt, pepper.Simmer 10 minutes.Purée in food processor until smooth.Reheat sauce and add cream. Simmer 2 minutes. Adjust seasoning.Stir in tortellini into the sauce and mix.
